Victoria Legal Wheel Modification Rules: VIC Wheel and Tyre Guide
Victoria uses its own vehicle standards information and approval systems for modified vehicles. Wheel upgrades are common, but a legal fitment needs more than the right stud pattern. It must keep the vehicle compliant for tyre size, load rating, clearance, track width, guard coverage and spacer use.
The national technical baseline is VSB 14 Section LS: Tyres, Rims, Suspension and Steering. In Victoria, modifications that go beyond accepted standards may require assessment or approval through the relevant Victorian process, including VASS where applicable.
Quick Answer for Victoria
Aftermarket wheels can be legal in Victoria if they stay within the accepted technical limits and do not create rubbing, guard poke, reduced load rating or unsafe steering/braking effects. More substantial modifications may need approval.
Wheel Spacers in Victoria
VSB 14 says wheel spacers or adaptors between the wheel mounting face and road wheel must not be used unless fitted as original equipment by the vehicle manufacturer. For Victorian road cars, spacers should be treated as non-compliant unless an approved pathway has been confirmed.
High-quality or hub-centric spacers are not automatically legal. Compliance depends on the vehicle, the modification and the Victorian approval pathway.
Offset, Track and Guard Coverage
Aggressive offset is one of the easiest ways to create a non-compliant wheel package. Under VSB 14 guidance:
- Passenger car track increase is limited to 25 mm beyond the manufacturer's maximum.
- Eligible off-road 4WD and goods vehicles may allow up to 50 mm increase.
- Tyres must remain under the guards or flares.
- Wheels must not contact suspension, brakes, steering or bodywork.
Victorian police or inspection checks can focus on visible tyre poke, rubbing, low load rating or unsafe fitment.
Tyre Diameter and Lowered/Lifted Vehicles
For passenger cars, VSB 14 limits tyre overall diameter to 15 mm larger or 26 mm smaller than a manufacturer-designated tyre. Some off-road and goods vehicles may allow up to 50 mm larger diameter.
When the vehicle is also lowered or lifted, the combined effect matters. A wheel and tyre package that clears at ride height may still rub under compression or steering lock.
Victoria Fitment Checklist
- Use the tyre placard as the starting point.
- Confirm wheel and tyre load ratings.
- Calculate tyre diameter and track width change.
- Avoid spacers unless original equipment or approved.
- Confirm hub fit, nut seat, thread engagement and brake clearance.
- Check loaded suspension clearance and full steering lock.
- Confirm whether VASS or another approval process is required.

FAQ
Are wheel spacers legal in Victoria?
Treat spacers as not allowed unless original equipment or specifically approved. VSB 14 does not allow ordinary wheel spacer use.
Do Victorian wheel modifications need VASS approval?
Some do. Approval risk increases when track, tyre diameter, suspension, steering, braking or safety systems are affected.
Can tyres protrude outside guards in Victoria?
No. Wheels and tyres must be covered by guards or flares.
